Test Be-Alert op donderdag 7 oktober

BE-Alert is een alarmeringstool waarmee de overheid jou kan verwittigen in een noodsituatie. De burgemeester, gouverneur of minister kan BE-Alert laten activeren om een bericht uit te sturen naar iedereen waarop de noodsituatie een impact heeft. Zo krijg je als inwoner op een snelle manier informatie over hoe de situatie evolueert en de nodige richtlijnen, bijvoorbeeld om ramen en deuren te sluiten of te schuilen of evacueren.

We kunnen je via BE-Alert op verschillende manieren verwittigen, via sms, gesproken boodschap via vaste telefoon of gsm, of e-mail. Inschrijven op BE-Alert is gratis. Ook de ontvangen berichten zijn gratis.

Be-Alert kan op twee manieren gebruikt worden: alarmering van de abonnees of alarmering op basis van locatie. Dit is de eerste keer dat stad Sint-Niklaas de alarmering op basis van locatie test.

Alarmering van abonnees via Be-Alert

De stad stuurt een bericht uit naar alle personen in een bepaalde zone die zich zelf geabonneerd hebben op Be-Alert. Dat kan via de vaste telefoonlijn, via een gesproken bericht of sms-bericht op de gsm of via e-mail. Enkel wie zelf zijn contactgegevens registreerde via https://be-alert.be/nl/ krijgt een bericht.

Alarmering op basis van locatie via Be-Alert

De stad stuurt een bericht uit naar alle gsm-gebruikers die zich op een bepaald moment in een bepaalde zone bevinden. Dit gebeurt op basis van de gsm-masten in dit gebied en met medewerking van de verschillende netwerkproviders. Zo bereiken we (in theorie) alle personen met een gsm die zich op dat moment in die zone bevinden, ook mensen die zich niet geabonneerd hebben op Be-Alert. Dit type alarmering kan bijvoorbeeld nuttig zijn wanneer er zich een incident voordoet tijdens een evenement in de binnenstad of op een locatie waar veel bezoekers samen zijn die er niet wonen, bv. in het Waasland Shopping Center.

Concreet stuurt de stad op donderdag 7 oktober rond 15.30 uur een testbericht uit naar alle abonnees van Be-Alert die geregistreerd staan in de Watermolenwijk. In de afbeelding hieronder zie je welk gebied we afbakenden. .

Afhankelijk van je telefoonoperator is dit bericht afkomstig van de afzender ALARM1789 of 1789. De inhoud van het bericht is: ‘TEST BE-Alert Stad Sint-Niklaas: Dit is een test, geen reactie vereist. Ben je al ingeschreven op www.be-alert.be? Meer info via www.sint-niklaas.be/be-alert.’

Heb je een bericht ontvangen?

Dit is een testbericht. Er is geen reëel gevaar en je hoeft dus niks te doen. 

Heb je geen bericht ontvangen?

Dat kan twee redenen hebben:

• Jouw adres zat dit keer niet bij de zone die een bericht kreeg. Bij een volgende test - telkens op de 1ste donderdag van de maand - kan het zijn dat je wel een bericht krijgt. 
• Er ging iets mis, waardoor je als abonnee of aanwezige in de buurt geen bericht kreeg. Laat het ons weten via communicatie@sint-niklaas.be. Vermeld zeker je naam, adres, gsm-nummer. We kijken na wat er mis ging.

Met deze test doet stad Sint-Niklaas mee aan het algemeen testmoment van het Crisiscentrum (Federale Overheidsdienst Binnenlandse Zaken), dat elke 1ste donderdag van de maand plaats vindt. Sensibiliseren voor de alarmering is immers absoluut noodzakelijk voor zowel de overheden als de burgers.

The city of Sint-Niklaas tests the alarm procedure via Be-Alert on Thursday 7th of october. We organise these tests to be as prepared as possible for a real crisis situation. For this test we selected the area of Watermolenwijk. Every mobile phone user who is registered in Be-Alert and lives in this area, receives a test message from us. This is a test, there's no real danger and no action is required.

Be-Alert is a tool that the government can use to alarm you in a crisis situation. The mayor, governor or minister can decide to activate Be-Alert to send a message to everyone impacted by the crisis situation. As a citizen, you quickly get information about how the situation evolves and which guidelines you should follow (for example: closing your windows and doors or take shelter or evacuate.) 

We can alert you in different ways via Be-Alert: via text message, spoken message on landline or mobile phone, or e-mail. 

Be-Alert can be used in two ways: to alarm the subscribers or to alarm everyone present in a certain area (= location based alarm). The city of Sint-Niklaas tests this location based alarm for the first time.

Alarm subscribers

The city sends a message to all people living or working in a certain area, who subscribed themselves to Be-Alert. The message can be sent via the landline, via a spoken message or text message on a mobile phone or via e-mail. Only people who registered their own contact details on https://be-alert.be/nl/ receive a message.

Location based alarm

The city sends a message to all mobile phone users who are present in a certain area on a certain moment. This alarm is based on the mobile phone towers in this area and with the cooperation of the different network providers. Theoretically, we reach every person with a mobile phone who is present in that area on a certain moment, including the people who didn’t register to Be-Alert. This type of alarm can be useful when an incident happens at an event in the city centre or on a location where a lot of people converge who don’t live in that location, e.g. in a shopping centre.

On Thursday 7 october at approximately 3.30 pm, the city sends a test message to all registered mobile phone users who live in the area of Watermolenwijk, even when they aren’t at home at the moment of the test.

The sender of the message depends on your mobile phone operator, and will be ALARM1789 or 1789. The content of the message is: ‘TEST BE-Alert Stad Sint-Niklaas: Dit is een test, geen reactie vereist. Ben je al ingeschreven op www.be-alert.be? Meer info via www.sint-niklaas.be/be-alert.’ The English translation of this message is: ‘TEST Be-Alert by the city of Sint-Niklaas: This is a test, no response required. Are you already registrered via www.be-alert.be? Learn more: www.sint-niklaas.be/be-alert.’

Did you receive a message?

This is just a test message. There is no real danger and you don’t have to do anything.

You haven’t received a message?

There are two possible explanations:

• Your adress or location wasn’t included in the area that received a message during today’s test. In a future test, you might receive a message. We organise a test every first Thursday of the month.  
• Something went wrong, which caused you to not receive a message as a registrered user or a mobile phone user present in the area. Send us an e-mail at communicatie@sint-niklaas. Mention your name, home adress, mobile phone number. We’ll check what went wrong.

The city of Sint-Niklaas participates in the general test moment of the Crisiscentrum (Belgian Federal Public Service Home Affairs) with this test. Raising awareness for alarms is, after all, absolutely necessary for both governments and citizens.
